According to a 10/10/19 article in CPO magazine (https://www.cpomagazine.com/cyber-security/municipalities-local-government-agencies-struggling-with-national-ransomware-epidemic/), ransomware attacks affecting state and local government agencies have reached new highs.

In the first nine months of 2019, there were approximately 68 ransomware attacks that impacted state, local and county governments. The ransom demands are getting increasingly larger. Cyber criminals are also using social engineering (the art of manipulating people so they give up confidential information such as passwords or bank information) to redirect funds to fraudulent entities.
